Traffic reforms: Court’s verdict on September 26

Attingal: Munsif judge of Attingal has stated that the verdict of the case filed by Congress (I) block president P. Unnikrishnan for staying the new traffic arrangement here will be given on 26th of this month. The hearing of the case was over yesterday. The judge is learnt to have some doubts regarding the power of a munsif court to interfere with the traffic arrangement, which comes under the purview of Regional Transport Authority (RTA). The judge is expected to have some consultations with senior lawyers and his higher officials before finalizing a verdict.

Both sides finished their argument yesterday. As reported yesterday, Chirayinkizh Babu appeared for the plaintiff, while government pleader Chavarkode Raju appeared for the defendants. Karette Ravindran appeared for the bus owners association who also joined the fray. It was a close contest. But from outside, it appears that defendants will just manage to go through harmless and the new traffic arrangement will likely to stay.

The rule is that police and municipality have the authority to implement a temporary traffic arrangement on an experimental basis, which can last a maximum of 30 days. A permanent traffic reform comes under the jurisdiction of RTA. Higher government officials like transport commissioner, traffic commissioner, superintendent of police and district collector are part of RTA. The RTA has to conduct a meeting with all the parties who can be affected by the traffic reform before making the arrangement. In this case a meeting was conducted by RTA on September 19 – day before yesterday. In the meeting, no one has any protest against the traffic arrangement. Bus owners demanded the urgent renovation of Palace Road and pointed out the need to increase its breadth. After the meeting, municipal chairman C.J. Rajesh Kumar wondered who is actually against the traffic arrangement. In the meetings, no one is protesting. But opposition councilors and local reporters of Malayalam dailies are hell-bent on opposing the traffic arrangement.
